June 2014 In the presence of Minister Blok for housing and the Central Government Sector the contract has been signed for the renovation of Rijnstraat 8 – formerly the office of the VROM Ministry in The Hague.
The former VROM Ministry (Transport, Spatial Planning and Environment) will be transformed from the traditional headquarters of a single government department to flexible office spaces suitable for multiple organizations. Rijnstraat 8 will be renovated in the period 2014 through 2016. The organizations involved are expected to move to the renovated building at the beginning of 2017. The project, initiated by the Dutch government, will create a new lease of life for the centrally located building, accommodating the Ministries of Foreign Affairs, Infrastructure and Environment, Immigration and Naturalization Services, and the CAO (Central Agency for the Reception of Asylum Seekers).
The Government Buildings Agency and PoortCentraal bv signed a integral ppp contract with a consortium, consisting of OMA, BAM and ISS Nederland. When choosing the consortium, the degree of sustainability (energy, materials and environmental load during exploitation) was also taken into account.
The building for the Ministry of VROM has been designed by Jan Hoogstad in the mid-1980s. An integrated concept has been developed by OMA in collaboration with Jan Hoogstad and Joost Ector. There will be a strong focus on a renewal of the architectural qualities of Hoogstad's design. The new proposal will carefully redevelop the existing building to accommodate the demands of the contemporary political and social functions of the government ministries, bringing greater transparency and opening it up to the adjacent public space. Solid walls are replaced with glazing whilst public pathways are given greater definition, further connecting the building to the city.
The integral PPP contract has a duration of 25 years with a net present value of € 267 million. The consortium, consisting of BAM PPP-PGGM, BAM Utiliteitsbouw, BAM Techniek and ISS Nederland is financially supported byRabobank International and Allianz Global Investors Europe. Financial Close is expected to be achieved in July. The joint venture of BAM PPP and PGGM is the equity provider.
